The Process Flow of The National Referral Mechanism for the Victims of Trafficking in Persons
Emergency case
Not Victim of Trafficking

First Responder:

The first person to encounter a victim/potential victim mainly (but not exclusively) due to the nature of their jobs; first responders include police, medical staff, labour inspectors, human trafficking helpline, other officials such as immigration officers, or members of clergy and civil society.

Documenting:

  • Sorting and classifying
  • Case evaluation
  • Obtain the consent of the potential victim to proceed with the formalities in order to initiate the referral process (in case of minors under the age of 18 their consent is not required)
Official Classification

Presumed victim of trafficking:

The NRM team is to immediately report the case to the competent authorities (Anti Human Trafficking Division at The Ministry of Interior and The Public Prosecution) to classify it formally, thus initiating Article Five of the Law No. (1) Of 2008.

Labour and Exploitation cases:

(1) The NRM team will accept the case and deal with the causes of exploitation and provide the necessary services required to protect the individuals’ vulnerability to further exploitation and / or trafficking depending on the severity and merits of the case.

(2) In line with article (5) and (6) of the Bahraini law No. (1) of 2008 for combating trafficking in persons.
